A toupee is a type of wig that doesn't cover your entire head. Toupees are used to cover up bald patches.
Toupees are not very popular anymore, today men tend to either shave their heads or get hair transplants instead. The horse in the picture looks like it is wearing a toupee, but it just has a patch of its mane a different color.
