Something is wobbly if it can move around in an uneven way. Some things that wobble are jello, people learning to ride a bike and wobbly toys like in the picture.
You wrap something up when you cover it up with something else. You can wrap something by folding something over it, like wrapping a present in paper, or you can wrap something by winding something around it, like when you bandage something up.
